I seriously doubt this, but I'm sure the message is being sent that nothing will be left of any of the major cities of Iran in the event of an Iranian nuclear strike on Tel Aviv, with special attention given to the mullah's sacred city of Qom. Israel made its second-strike submarine capabilities public for a reason.
