In and around Fallujah, U.S. Marines are maintaining pressure on Saddam loyalists and foreign fighters and other militants. We're keeping that pressure on to ensure that Fallujah ceases to be an enemy sanctuary.

In northern sectors of the city, elements of the 1st Marine Expeditionary Force are prepared to strike at terrorist fighters and prevent a resurgence of violence and chaos.

Bush, in his speech specified what a terrorist was, "Saddam loyalists etc", then used the term singly. Not hard for me to understand.

The other point was that "all resistance" does not equal "all defenders" even though that is much more plainly stated and not remarked upon.

As for the video, I have a Mac and the codec would not translate so I didn't see it but I did read the Marines that disagreed. I like Marines generally, so call me prejudiced but I will not judge them on an issue like that without more context.
