I like your idea that they were all CIA agents which makes a lot of sense considering that OBL was a CIA asset and Al Qaeda, a CIA "terrorist" construct in Afghanistan similar to the KLA in Kosovo.

But I'm still pondering why the "hijackers" would have to have been "eliminated"? If they were fictional to start with and with assumed identities etc, they simply evaporated --- pouf --- and were no more. Some definitely were fictional because they are/were still alive --- so why not all? OK, Mohamed Atta is a special case just to show that a "real" one actually exists.
