CB, the comments you cite remind me of some of those made when the scandal of sexual abuse and coverups in the Catholic Church broke:

Oh, it's just a few rogue priests
Think of all the good the Catholic Church does
Why should the innocent priests suffer?
I bet the kid(s) lured them into it
So what, if it's consensual
If the Church allowed married priests this wouldn't have happened
etc, etc.

These are defensive comments and a natural reaction to try to justify or place in proportion a horrible event. The "Yes, it's terrible but" approach doesn't work, of course, and to it's credit the Administration is not doing that, nor is it covering up. As Lindy says, the best thing to do is to take the hit, correct the problem and move on.
