I agree that the administration has not been corrupt (as opposed to incompetent) in its handling of Iraq policy, and that other countries' and institutions' corruption is significantly worse. Of course, the same thing can be said about the prisoner abuse at Abu Ghraib--that it pales in comparison to what happened under Saddam or even still goes on elsewhere in the region. (The difference is between hooking up electrodes and turning them on.)

That said, the perception in both cases is as important as--perhaps even more important then--the reality. I accept your explanations of Halliburton, Feith & Zell, and so forth, but the rest of the world generally does not. All I was saying is that given that unfortunate situation, the Bush administration is somewhat handicapped in what kinds of issues it can plausibly be aggressive about.
