Bush passed on the opportunity to get Zarqawi even though the Pentagon wanted to because eliminating his camp in Northern Iraq would've undermined the administration's argument for invading Iraq.

So they let a dangerous terrorist run free so they could say there are terrorists in Iraq and we need to invade Iraq when they could've taken them out anytime they wanted.

It's a good example of how the war in Iraq has hurt the war on terrorism.
