It sounds like you may still have a virus infecting your system. The only good news it's not Sasser since it supposedly doesn't infect Win 98. Do your scans come up clean? I'm sure you have the latest updates. I would go to Microsoft update and get all the critical updates and patches. If you still have a virus you need to identify it so you know how to deal with it. There are different removal tools available from Symantec, Microsoft, and others. If you want to remove a virus by reinstalling your OS you will have to do a deep format. If you don't you will have files left in the registry and viruses love to put all kinds of goodies in there. Anything you back up on floppies or cd's could be infected as well.
