We know their turf is not Iraq. In fact, according to terrorism expert Bruce Hoffman, author of “Defining Terrorism”, terrorists “do not function in the open as armed units, generally do not attempt to seize or hold territory, deliberately avoid engaging enemy military forces in combat and rarely exercise any direct control or sovereignty over either territory or population.”

Therefore it is a clear strategic blunder to conflate potential threats from deterrable Nation states with threats from undeterrable terrorists organizations like Al Qaeda.
