We will have to agree to disagree. As I said elsewhere:

The important thing about the last month is the shoe that didn't drop. Instead of a mass uprising of Shi'ites or Ba'athist insurgents, we have the spectacle of former Ba'athist volunteering to maintain order in Fallujah, and of the Shi'ite hierarchy demanding that Al- Sudr disband his militia. The population is not galvanized against us, it is sick of disorder.

In the same way, one has to gauge by what has been accomplished. Although there has been periodic sabotage, electrical production is now better than it was before the war, and oil production is attainng robust levels. These are areas where determined saboteurs could bring the country to its knees, and yet they do not appear to be able to retard progress to any great extent. This suggests the limitation both of insurgents and of foreign terrorists.

Finally, it should be recognized that given the volatility of the region, the reaction to the prison scandal was comparatively muted. How can I say this? If it were not, Rumsfeld would not have taken a trip to Baghdad, out of fear for security.
