Blix did NOT make that clear. He merely said there were discrepancies- which could easily have been caused by overstated production numbers in a corrupt system. It's hard to destroy what never existed- and as in China and Russia production numbers were probably greatly inflated (and who wants to be the bearer of that kind of bad news? So that sort of thing never gets reported in a repressive society.)
