Well, the Toyota company, using just a tiny fraction of their normal cash flow, developed the Prius vehicle, which gets 60 mpg, and whose entire production for 2004 was sold out in Nov 2003. And Now they are introducing a 7-passenger SUV on the same hybrid power-train that gets 35mpg. And it didn't cost their taxpayers a single penny.

But of course, they don't pretend to be conversing with God.

It is not even a matter of spending any money. It is just deciding that is the direction to go.
