As far as the West Nile, nothing is going to be effective against the mosquitoes. Too many breeding places plus they won't allow use of any poisons in areas where it can wind up in lakes, streams and rivers.

Reminds me of looking at our clothes iron and finding mosquito larvae in the water tank for the steam part.
