The Iraqi's have no authority because Bremmer keeps making pronouncements as to whether they can coin money, or have elections, or tell the Americans to take their troops home with them. They can pass non-binding resolutions and hear complaints.

The neocons seem to like to work through figurehead proxies, like Bush, Hastert, and Powell. The Iraqi government is just another.
