Kerry Ties Prisoner Abuse to Bush's Handling of War

WASHINGTON, May 14 - After viewing pictures of prisoner abuse in Iraq, Senator John Kerry of Massachusetts escalated his criticism of the Bush administration's prosecution of the war on Friday, saying that the Abu Ghraib prison scandal "shows a kind of indifference that allowed things to get out of control."

"They are sickening and appalling, depraved and sad," Mr. Kerry, the presumptive Democratic presidential nominee, said of the images he spent 50 minutes scanning privately Thursday night at the Capitol, having skipped the session his fellow senators attended the day before to stay on the campaign trail. "There was evidently in the pictures themselves a lack of command control."

Careful to say that the scandal should not besmirch "the 99.9 percent of our courageous soldiers who are serving their nation with distinction," Mr. Kerry still argued that problems persist beyond a handful of young soldiers.

He suggested that a dangerous atmosphere had been created by management mistakes, and included among them "the lack of training, the rapid deployment of certain troops into positions that they shouldn't be in, the overextension of Guard and Reserves."
