No, we end up with less people doing it. The other way, these welfare cases are constantly lined up in welfare offices justifyng every buck or benefit they get, and getting checked by a welfare case supervisor. This way, once they are set up, they are pretty well left alone by the system. The welfare industry consumes most of the funds, not the welfaree today. The conservative approach is to give the bucks to the people involved more directly and cut overhead.

There is only a limited amount of these type of people you can help this way, but he is going after them. The core of the "compassioniate conservatism" is to turn the programs over to church groups in an attempt to get people off welfare by changing their lives. This has been fought tooth and fang by the welfare types because again, it cuts jobs for them. They use "church/state" separation as the issue, but jobs and money to their crowd is the real kicker.
