Karen, look up "deinstitutionalism" in a search engine. There is MUCH there. JFK and his brother Bobby actually signed this into law in October 1963. The ACLU got involved in the 70's. JFK wanted the people out of institutions and the money that had been allocated to the hospitals to go instead to the new home health care groups. (Think his sister Rosmary -- and forgetting that the brothers didn't want to think about Joe and the lobatomy)

That change actually really started in full force in the 80's. We started to see more and more mentally ill people and homeless people out on the streets. Reagan got the blame for that, unfortunately.

Unfortunately, the Kennedy brothers forgot that many people were out on the streets already, some of them were mentally ill, and many of them didn't have homes. Therefore, how could they get "home health care."
