Yep. Remember Gore's "Reinventing Government" thing? Reinvented a whole 3 billion off the budget, if I remember correctly. Woohoo. You show em, Al. I think that, to cut programs, you'd have to do something like the base closing process. I agree it's all but impossible to kill a program. But re government reinvention, it may not have cut programs but I think it did some real good. It cut out a tremendous amount of regulation. We still have too much, but it's less than it was. And I also think it changed the attitude of the bureaucracy, again maybe not enough, but a significant amount. With reinvention, imperiousness was no longer acceptable in a civil servant--the focus shifted to customer service. While incomplete and unevenly implemented, that was most definitely a paradigm shift and one I think was important.
