are you thinking this Cisco source code theft occurred locally and was transported to Russia? Because I really doubt that. I think Cisco sends all this IP to countries where there is no IP protection, like China for example in order to obtain cheap engineering talent and then the IP gets stolen. In this situation, it isn't really the US government's primary concern other than to try to facilitate global trade. These companies know this happens when they send their IP offshore. This is one of the advantages the US economy offers for IP development in my view.
