EVery program implemented during the years I was a social worker was meant to "solve" a problem and usually didn't. Once a program with a perceived benefit became common knowledge in the community, the manipulation to qualify began. The least popular programs were the ones that required some effort on the part of the client and had the ultimate goal of getting him off welfare. It was a battle between the system and the client with one intent on gaining as much for himself as possible, the other attempting to get him out of the system.
There are many question marks about Mangano's approach because it was a brief article and he may have great answers, but my first reaction is that it will breed bureaucracy because it still involves government programs which by their very nature seem to result in complexity and growth, and the numbers of his 10% will increase because of a perceived entitlement that more will try to access-- and indeed feel is their just due.
Still, bravo to Mangano for trying.
