Maybe that's the next step in our organizational evolution: private corporate armies seizing resource rich areas for the corporation to exploit. Perhaps our "exit strategy" could be to completely privative Iraq, turning it over to Dick Cheney and Halliburton. They could use the oil revenues to pay the mercenaries. Since they wouldn't be a state (like the terrorists!), the Geneva Convention wouldn't apply. Cheney could be the new Saddam, without all the kinky stuff and extracirricular death and torture, just the neccesary death and torture.
