You have it correct. The UN is his answer - with a dash of NATO. If elected, he pledged to visit various leaders, apologize and ask them if the USA can "become a part of the team again". I haven't seen anything from him which suggests leadership yet. Maybe it is forthcoming.

I agree that we need to do more in regard to the terrorist actions. After 9/11 many people put flags on their cars and their homes. Where are they now? When we see bumper stickers that say something like "No More 9/11's", that might just be a suggestion that this country's population is becoming truly serious about dealing with these terrorists.
