I don't think that anyone thinks that American troops have misbehaved. If you are referring to Abu Gharaib, the soldiers there were clearly following direction for the top.

We now know that Rumsfeld ordered Gitmo style interrogation at Abu. I never have blamed the soldiers. I never bought the bad apple lie. Nor do I think that this is a bad reflection on our troops.

What it is, is lack of leadership...in fact it's misleadership. It was directed interrogation processes that were perfected in Afghanistan and Gitmo...then imported for use in Iraq...where the rules of engagement were clearly governed by the Geneva convention...but where frustration caused a short circuit of clear thinking and broad use of illegal techniques against Iraqi detainees.
