I think you're only guessing that Saddam had the precursors for Isopropyl methyl phosphonofluoridate (Sarin) on hand.

Key precursors: methylphosphonyl difluoride; methylphosphonyl dichloride; diisopropyl methylphosphonochloridate

Precursors: Dimethyl methylphosphonate; isopropyl methylphosphonate

Other chemicals: Trimethylphosphite; phosphorus trichloride; triisopropyl phosphite

Sarin is a highly volatile liquid. Even vapor concentrations will immediately penetrate the skin. Death may follow in one minute after direct ingestion of extremely low concentrations (0.01 mg per kg of body weight or higher).

If you are aware of evidence that Iraq was in possession of the above described precursors, or that a factory existed capable of making Sarin without killing the factory workers, please give me the links.
