If you want to believe the grunts came up with torture techniques very similar to those espoused by the CIA, then go for it.

Humiliation, stripping the prisoners, loud noises, beatings, threatening the prisoners with dogs, sleep deprevation ect. None of these are exactly secret methods. You might be able to pick up all of them from watching a movie or reading a novel. Or it wouldn't be hard for a clever but sadistic person to come up with them independently.

Of course the fact that the abuse could easily have been done by "a few bad apples" doesn't mean it wasn't a matter of policy, but where is the evidence that this level of abuse was the offical policy?
