Just a point that is counter to yours. Read the whole article, maybe the evidence will be more convincing.

We're just at the start of the investigation. Maybe you are right; maybe these were just a handful of folks acting on their own.

I doubt it. And if you look at the effect with regard to world opinion, and importantly ME opinion, then it isn't a big issue where the orders came from. There was a severe breakdown in discipline, and regardless of the orders, that responsibilty goes up the chain of command. The damage is done, and it's huge, and it lasts for at least a generation.

We look like insincere, degenerate sadists.
