Haim, only on annual basis, and since the figure excludes the count of the migrants from rural areas, as well as laid off workers from SOEs, it doesn't mean much<g>

China has yet figure out a way how to count those rural migrants. Those laid off workers from SOEs still receive a minimum stipend from where they get laid off, at least for the 1st 3 years after the laid-off. So technically, they are hidden unemployed<g>
