ADSL speed is limited to 1015K by something.

I already got Bell technician home to fix the line. Removed wireless router and connected my computer directly to the modem through hard wire. Tested with different modems - Alcatel and D-Link. Turned off firewall and anti virus protection. D-Link modem on my son's computer and his phone line gets him 1900K. Bell technicion in the central office said that the settings in their office is 2400K and the problem is on my side.
At this point in my troubleshooting I am guessing that I may have some limiting settings in my computer. I run Win XP on my Athlone XP 1800+ with ASUS A7N266-VM MB which has builtin networking. usa.asus.com
NVidia drivers have been many times automatically updated.
What can I check in my computer to get ADSL speed up?

Any help will be much appreciated.
