Pete,

You can make parametric device tests several weeks after wafer starts that would give you a pretty good idea of the splits you are going to get.

But, let's take your example. If they wait 13 weeks to test final silicon before committing to "volume" production, then volume fab out will not be until the beginning of October, with volume customer availability at the end of October or the beginning of November. If that's not a slip, then I have been misinterpreting things for a while.
