Do you know why the shell did not work as it was supposed to?

I agree that one Sarin shell doesn't make a stockpile, a point which should be obvious. On the other hand, I think it's important to keep an open mind. There was simply too much evidence of WMD before the war for anyone to be comfortable with the unqualified proposition that they were not a problem or that Saddam "didn't have any."
