For the most part Israel was complying up to 2000, or until the PA's terror campaign escalated. I've said before......compliance stopped when Netanyahu came into power. What the PA had achieved through negotiations is unlikely to be ever achieved again. I doubt half of Jerusalem will ever be on the table again. It wasn't on the table back then.
