I guess he was merely relying on the parallelism that neither was charged, so why beat a dead horse? Apart from that, you are correct, the causality is direct and proven in Laura's case. Not recalling the particulars of the case, I am not sure if she would have been charged in other states. I just Googled, and the information is sparse. It appears to be key that Laura was a minor, but beyond that, I cannot tell why no charges were filed.
