Admittedly he was difficult, but that's what you get with a democracy. First there was Peres (introducing Oslo), Netanyahu and Barak ahead of Sharon. Barak in 1999. Barak was less of a hawk and offered more hope of a deal than before with N. It was starting in 2000 that the terror campaign began in earnest. Much had been agreed to in negotiations following Oslo, in 2000 there was meat on the bone for the PA (and not chuck steak either) and Israel (with financial commitments on its part for PA utility infrastructure that appeared to satisfy negotiators, at least for the interim), and as such, the accord's failings did not serve as an excuse to resort to the terror tactics we've seen.

The deal provided for arbitration and further negotiations. Nothing was etched in stone, it was a work in progress. Both sides said they would not resort to violence. But suicide bombings became to frequent. Sharon gets elected. He won't be around forever.
