My first reaction was that it had to be independent action by a few sickos, abetted by weak supervision. I'm not so sure now.

That's my reaction

The sheer volume of the photographic evidence argues against that. If we had a few snapshots, that would be consistent with a sick prank.

I don't think it was a 'prank' in the usual use of the word. 'Sick', you bet.

Thousands of photos

Easy to take thousands of photos if you have a digital camera and a lap top dump them in and a three week window in which to do it.

suggests that somebody was photographing this stuff for a reason, and, by extension, that somebody was organizing these sessions for a reason. That suggests intent.

This is what we don't know, but I suspect it was an expression of sexual perversion. Such things can be highly energizing for some fools. They get the thrill and want more of it, the rotten behaviour continues and piles up. I suspect this is what happened because there were pictures of two of the accused having sex.

The creeps had the privacy, the power, and the personal motivation, just like a couple of teachers I had back in the fifties. (I was sharp and lucky and escaped their attentions but some of my friends did not). This is the simple explanation for what happened in that prison and I prefer it for it's simplicity. It nonetheless has serious implications for the leadership at the prison and for the person in charge of the prisons there.

I'm not discounting other possibilities but as some guy said, "Sometimes a cigar is just a cigar."
