Myron, there's no question that the "climate" that fostered these actions came as a result of unspoken, and certainly unwritten, pushes from the very top levels. Whether there were any actual converstations to the effect of "the gloves are off" and whether anyone who might have been privy to those conversations will step forward and be believed is very questionable.

If you look at the Bush Administration cabinet's facial expressions, cavalier dismissals of the rights of "terrarists" and emphasis placed on the non-Geneva status of "enemy combatants," the attitude of those "leaders" was obvious. (I exclude Colin Powell who seems to have a real appreciation of the long term consequences of knee jerk reactions.) Whether they wanted to "know" the full details or wanted to simply reap the fruits of the torture, is another issue.

The "truth" is out there now for those who are trail smart and reading the sign on the ground.

Those who "want" the truth to be different will never see that sign.
