I never meant to imply that you did say that. If I gave anyone that impression, sorry.

My point was that there is a limit to how much the whole chain of command has responsibility for the mess ups and crimes of specific lower ranked individuals. If Bush, or Rummy, or some General in the Pentagon did give orders or institute polices that such abuses or something like them should be done then they are responsible. If a few enlisted people and lower ranked non coms, perhaps with the agreement of, or under the orders of some officers decided to go beyond the stated policy they are responsible, not Bush, Rummy, or some general at the Pentagon.

I'm not prepared to say Rummy isn't responsible. We don't know all the facts yet. But I see no reason to think the responsibility is his. As for scapegoating Rummy I'm not sure that would help Bush much. If the reaction to the abuses in Iraq are strong enough for it to really be necessary then Bush is probably toast anyway. If they are not that strong I'm not sure bush gains anything by canning Rummy.
