So it comes down to semantics.

Not semantics at all. Conservatism has gone to hell in a handbasket under this administration. I don't think that's a matter of semantics. It's a paradigm shift big time and this program might as well be it's poster child. I don't see any groundswell to rescue conservatism but there are myriad squeals when Bush is pricked. Funny, that.
