The problem is, to repeat, none of us knows (a) whether the numbers are real, (b) what the context in the report is, (c) what the questions/measures were for the tests, (d) whether thost tests/measures were appropriate for special ed kids, and so on.

I have been discussing education with you for a couple of years now. You know very well that newspaper article is going to discuss the conclusions rather than give you 5000 words of the above kind of explanation to nitpick. They quote the NYSD Bureaucrats who defend the results rather than claim the Post is lying. But that makes no difference to you. The facts are "not proven" unless they are in a suitable left wing source. And then you would fall back on your other nitpicks.

And I know every time I put up a media article you disagree with that you will take this approach rather than discuss the subject.

It's obvious that Special Ed in NYC is a failure. But you don't want to start with that fact. It's fun watching you squirm. :>)
