Both parties were part of that. Biden discussed it today as a cost of doing business. Now that particular guy may have some issues with the oil for food program (and others) but informants cost money.

The United States paid Ahmad Chalabi's Iraqi National Congress at least $33 million since March 2000, according to a congressional report made public on Thursday.


Notice the date....March of 2000? That would mean Clinton started the payments as Bush didn't take office until January 20, 2001.
