I doubt if Senior told Junior to take out Saddam. Senior is too smart (CIA chief) and he knows sometimes you need to keep villains around to keep other villains in check. All you have got to do is keep one villain in check and that is what they did with Saddam and the "no-fly" zone etc. And Saddam kept the other villains (Iran, etc.) in check. Now with him gone, it has befallen on US to assume that role.
