I'm probably over-optimistic and naive, but, I have to believe that, at some point, even Arafat realizes that the Palestinians will continue to have generations of suffering unless there is some movement towards peace. They cannot count on the vast Arab wealth and resources to do anything to help them. There is very little sharing of the Arab wealth, whether it is military resources or medical assistance. The only sharing seems to be teaching of hatred and creation of terror.

I agree that Arafat is corrupt to the core and primarily is motivated by his own personal ego needs. However, as he gets towards his waning years, perhaps the need to go down in history as the one who started the road towards peace and who finally got a state, may overwhelm his desire for personal power and wealth.
