Bush made many false promises to get No Child Left Behind passed, then once passed, yanked away part of the funding creating an un-funded or under-funded mandate on states. This is the same type of dishonest trickery Bushies used to get their Medicare Bill apssed. underestimating the cost by 25% until after it had passed. basically you cannot believe a word these Bushies say. And yes, education mandates are under-funded by Bush, despite his big promises.
