Kerry has honestly stated that his spending numbers will depend upon the amount of Bush deficits needed to be paid off. If Bush leaves too big a fiscal mess some of the Kerry programs will have to be scaled back or wait. This what you get when you have a fiscally reckless president like GW and DElay in congress spending like there is no tomorrow and refusing to tax the rich fairly.
