I think that is counter intuitive, but if that is true, then we could never hold anyone morally/ethically accountable for any action taken outside of our social circle. Jews may kill Arabs, Arabs may kill infidels, and so on and so forth. To the contrary, when we see injustice we immediately decry it as ethically wrong. This I think points clearly to a transcendent ethic.
