Let's take it the other way, which plans were in effect from the Clinton administration that Bush should have chnaged to help the recovery and since the economy had slowed down so significantly worldwide, what should have been done differently? How would this have impacted the employers decision to purchase more while sales were down as well as hire more? TIA
