You are playing fast and lose with semantics.

Iraq under Sadam was secular in that the power of the government was not based on Islam, but on a political party. In the same way that the US is secular even though Bush is a born again Christian.

And you know the definition of a terrorist. It's not a head of state that mistreats his citizens.
