Don't know where this number comes from? I read that the average daily consumption of China in 2002 was 19.7 million Barrels--China's oil consumption expected to rise 7.7%
Think-tank's forecast is lower than IEA's 6.24m bpd

CHINA is expected to consume 280 million tonnes of oil this year, or 5.74 million barrels per day (bpd), marking an annual growth of 7.7 per cent, a senior researcher at a state energy think-tank said yesterday. Han Wenkee, deputy director general of Energy Research Institute (ERI), said the world's sixth largest economy, used 260 million tonnes, or 5.34 million bpd, of oil in 2003.

In 2002, on average, China consumed 19.7 million barrels daily. Apart from its daily production of 7.69 million barrels, if China consumes all of Saudi Arabia’s average daily production of 10.15 million barrels via a direct pipeline, it won’t meet the Chinese daily demand for oil.
