Indeed. I like your "papacy" characterization. Disfunctional and corrupt, I think were the words I used. Definitely not paragon material, which was my point.

Perhaps one of the reasons for this disconnect is that I am distinguishing the UN, the entity, from the member states, also entities. The UN is much like a corporation or a union. These entities have standing independent of their components. At the risk of my getting on a rant about unions, I will offer the disfunctionality and corruption of unions as a parallel. Unions are supposed to represent their members but they can take on a life of their own and feed themselves at the expense of their members. The UN is much the same. Legitimacy doesn't come from the UN although the pompous and self-absorbed UN entity might like to think so. Legitimacy comes from the consensus of the member states, who just so happen to express that in a facility with UN on the door. We must not confuse the UN with international support. The latter is valuable.
