The thing is money. If a plant had two newer boilers that are meeting standards of 10 years ago but are 10% over the new standards and an older boiler that was built in the 50s and is belching out 70% over current standards it couldn't be fixed without up grading the other two. This lead to leaving the old lung eater still in operation as the cost to fix all three is over the expense that could be afforded. By the way, my electric co-op is building a plant over a coal seam that will come on line next year and BEAT the standards for 2020.

If you are worried about SO2 levels which becomes H2SO4 or acid rain, Bush has mandated a change in diesel fuel to soy diesel. By adding soy oil to diesel fuel the 6% sulphur used in diesel as a lubricant will be left out. That alone will cut the SO2 going into the air by about 50%. Also make that bus you are following smell like McDonalds fries.
