Don't forget Clinton's strong dollar policy. Bush has deliberately let the dollar weaken hoping to cure the balance of trade deficit which has ballooned under Bush. What has occurred is that oil price have risen as the US $$$ declined because most members Opec spend a lot of their money in Europe. This has resulted in a larger Trade deficit. Just more evidence of the Bush administration incompetence. Clinton may have been a sinner but he was a very competent President.
