I think lorne was referring more to Spain's capitulation to the terrorists by electing a Prime Minister who committed to a pull-out from Iraq. Unfortunately, the islamic terrorists take advantage of us by exploiting what our freedoms. Prior to 9-11, they entered the country and traveled within it freely. They study us and learn much by reason of the transparency of our government, with televised reports of congressional and commission hearings. They read the papers and watch the news, taking in stories about where our defenses are weak. They do a remarkably effective job of exploiting our freedoms for their benefits, and there will be another significant terrorist strike when we least expect it.
